ANDROID: abi_gki_aarch64_qcom: Add ABI definitions for dwc PCIe PMU driver support 



Add the following ABI symbols required for the dwc PCIe PMU driver to function correctly:
- pcie_get_width_cap
- pci_find_vsec_capability

These definitions ensure compatibility and proper integration with the driver in GKI builds.
