ANDROID: GKI: add blk_mq_quiesce_queue_nowait to virtual_device build symbol list

In commit 9e323f85 ("virtio-blk: don't keep queue frozen during
system suspend"), the blk_mq_quiesce_queue_nowait() function is now
called so it needs to be added to the symbol list of the virtual target
in order to resolve the build error.
