Revert "ANDROID: futex: Skip when futex_waitv/shmget not implemented"

This reverts commit 503d529c.

Patches that significantly refactor the futex kselftest are being pulled
via merge commit c574fb2e ("Merge tag 'locking-futex-2025-09-29' of
git://git.kernel.org/pub/scm/linux/kernel/git/tip/tip"

) which causes
merge conflicts with this downstream patch. Revert it here and instead
lets attempt to upstream the patch.
