ANDROID: GKI: Enable CONFIG_RPMSG_CTRL 



Setting CONFIG_RPMSG_CTRL=y to add a user-space control interface
for RPMSG. It can provide a user-space program to create endpoints with
specific service name, source, and destination addresses.
