REVISIT: ANDROID: Revert "Revert "tty: serial: samsung_tty: build it for any platform"" 



This reverts commit 7e13d0a6. We want to
include these earlycon drivers for GKI.

[CPNOTE: 20/10/21] Lee: Tried reverting this - ARCH_EXYNOS brings in too many deps currently
