Reapply "ANDROID: Revert "cpufreq: Avoid using inconsistent policy->min and policy->max"" 



This reverts commit c4514ee5.

This change is broken without "cpufreq: Fix setting policy limits when
frequency tables are used", which had to be reverted as it was causing
driver build breakage.
