ath11k: add ce irq enable and disable hif layer functions 



This change adds ce irq enable and disable hif layer functions, so
core module can enable ce irqs and disable ce irqs without cleaning
pipe and refilling pipe.

Tested-on: QCA6390 hw2.0 PCI WLAN.HST.1.0.1-01740-QCAHSTSWPLZ_V2_TO_X86-1
