Revert "rtnetlink: add RTNL_FLAG_DUMP_UNLOCKED flag" 



This reverts commit ba5366b8 which is
commit 386520e0 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
