Revert "net: vlan: fix VLAN 0 refcount imbalance of toggling filtering during runtime"

This reverts commit 047b61a2 which is
commit 579d4f9c upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
