Revert "selftests/bpf: extend changes_pkt_data with cases w/o subprograms"

This reverts commit 04789af7 which is
commit 04789af7 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
