hikey_defconfig: Enable hibernation and PM debug options

Enable Standard hibernate and PM debug options. Resume partition is an
emmc partition because external sdcard do not play nice with Hikey
uefi. Resume partition is carved in ptable.img using generate_ptable.sh

Disable Android lowmemorykiller which ignores global oom_disabled
variable. Also disable TI wlcore and TI ST bluetooth driver which
doesn't honor hibernate-resume feature request nicely.
