Revert "net: rtnetlink: fix module reference count leak issue in rtnetlink_rcv_msg"

This reverts commit 283ee8ce which is
commit 5b22f627 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
