Revert "usb: dwc3: debugfs: Resume dwc3 before accessing registers"

This reverts commit 33b6648d which is
commit 614ce6a2 upstream.

It breaks the build, due to previous ABI changes being reverted, and
should not be needed at all in Android systems (due to debugfs being
disabled there), so it is safe to revert.
