Revert "ANDROID: arm64: debug-monitors: export break hook APIs" 

This reverts commit 210d9157.

These symbols will be removed in upstream commit d4e0b126 ("arm64:
debug: remove break/step handler registration infrastructure") and can
no longer be exported here.
