Revert "FROMLIST: drm/msm/dpu: rate limit snapshot capture for mmu faults"

This reverts commit 2bd0de10efacd68dc7edab8761bc1976517c3986.

Revert because:
* We've gathered the info we needed for now.
* Progress has stalled getting these upstream.
* The gathering of the devcoredumps is causing a big allocation which
  sometimes fails / causes a crash.
