ANDROID: Add checkpatch target.

Running the following will run scripts/checkpatch.pl on a
patch of HEAD

  tools/bazel run //common:checkpatch

or a given Git SHA1:

  tools/bazel run //common:checkpatch -- --git_sha1 ...

  tools/bazel run //common:checkpatch -- --help
