Revert "netfilter: rpfilter/fib: Set ->flowic_uid correctly for user namespaces." 



This reverts commit 037145e2 which is
commit 1fcc064b upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
