ANDROID: Revert "ANDROID: irqchip: Kconfig: Make QCOM_PDC depend on QCOM_SCM"

This reverts commit f887911b.

This was previously needed to fix a build issue that was caused
when a recently upstreamed patch was reverted. But with the patch
re-applied, we don't need this.
