ANDROID: add command line parameter for dmabuf accounting

Introduce a kernel command line parameter to allow dmabuf accounting to
be turned off. "dmabuf_accounting" kernel command line parameter is a
boolean that can control accounting at boot time. By default accounting
is enabled.
