Revert "scsi: ufs: qcom: Power off the PHY if it was already powered on in ufs_qcom_power_up_sequence()"

This reverts commit 086136ad which is
commit 7bac6568 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
