Revert "net/sched: unregister lockdep keys in qdisc_create/qdisc_alloc error path" 



This reverts commit 48d3f91d which is
commit 86735b57 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
