ANDROID: GKI: x86: Enable PCI hotplug using ACPI 



PCI hotplug driver using ACPI is needed to handle wake on PCI devices
using Intel CPUs on Android platforms.

Bug: 443099749
Test: Boot to UI, connect TBT device, enable PCI tunnel.
