Reapply "net/mlx5e: Advertise mlx5 ethernet driver updates sk_buff md_dst for MACsec" 



This reverts commit fe5748ba which is
commit 39d26a8f upstream.

It is safe to break the ABI at this point in time, so bring the change
back.
