msm: spm: Update PMIC_DATA1 when changing voltage 



PMIC_DATA1:VLVL0 is used as the final value to achieve when
doing a power down on the Krait rail. This patch sets the
value to be same as the normal voltage PMIC_DATA0:VLVL0 but
switches the output voltage band #3
