video: msm: wfd: Expose CIR control to v4l2 clients 



V4L2 client can enable cyclic intra-refresh by specifying the number of
macroblocks to refresh through the
V4L2_CID_MPEG_VIDEO_CYCLIC_INTRA_REFRESH_MB control.
