msm: Add configuration required for GSBI9 into UARTDM Mode 



Add GSBI9 device related interfaces and their configuration
i.e. clock, ADM, GPIO and IBS sleep mechanism. GSBI9 would
be used with 8960 Fusion 2.2 for Primary IPC.
