msm: 9x15: Don't build PIL (Peripheral Image Loader) driver

msm9x15 does not support PIL, but it was mistakenly enabled as part of:
9ec55e91.  This resulted in PIL APIs
returning errors on 9x15 instead of harmlessly being stubbed out.
