clk: qcom: msm8996: Set pwr/perf clusters to run at some decent speeds

With cpufreq support for msm8996 missing, we initialize the power and
perf cluster clocks to run at a decent speed. There is no dynamic way
of changing the clock rates at this point on msm8996, hence these static
settings will need to be relooked at if we run into thermal issues.
