msm: clock-8974: Add some clock voters for the Peripheral NOC

The sps, scm and qseecom drivers need to request
frequencies for the peripheral NOC. Add voter clocks and
clock lookup entries for these drivers, replacing the
dummy clocks that were being used upto this point.
