ARM: dts: msm: change the CPU devfreq mapping for msm8996pro 



Update the devfreq CPU cluster to CBF clock frequency mapping
tables based upon characterization results on MSM8996-Pro parts
with a CPR revision fuse value of 1.  This ensures that minimum
power is consumed for each CPU cluster frequency with minimal
performance impact.
