arm64: dts: qcom: qcs404-evb: Remove L1 and L2 regulators

vreg_l1_1p3 and vreg_l2_1p275 are only used by the WCNSS core and are
controlled by the firmware itself. Controlling them from APPS as well
causes the hardware to malfunction, so remove them.
