msm: kgsl: Allow pagefault policy to be controlled by userspace 



GPU pagefault policy can be set to below options:
   a) enable/disable GPU HALT on pagefaults
   b) log only one pagefault per page.
GPU pagefault policy can be controled using panel file
and debugfs.
