msm: ADSP-8974: Independent LPASS ADSP restart

New ADSP monitor file. Independent restart of LPASS subsytem is added
as part of SSR Phase 3 feature developement. Before this feature, in
failure cases like WDOG bite or FATAL error in LPASS subsystem, full
SOC is restarted as part of recovery from the failure. With this change,
on failure in LPASS only LPASS subsystem restarted.
