qseecom: Add support for loading elf images 



Add following IOCTLs
 - QSEECOM_IOCTL_LOAD_EXTERNAL_ELF_REQ
   sends QSEE command to load and elf image
 - QSEECOM_IOCTL_UNLOAD_EXTERNAL_ELF_REQ
   sends command to QSEE to unload an elf image
