msm: Asoc: Add Voip vocoders for EVRC-A,EVRC-B,EVRC-WB 



Impact:
EVRC-A/B/WB support is not present. Added them now.

Problem:
Need support for EVRC formats in Voip driver.

Change:
Add support for EVRC Voip vocoders for all rates.
