clk: qcom: cbf-8996: rework cbf_clk_notifier_cb 



Rework cbf_clk_notifier_cb to follow CPU clocks and upstream approach
rather than doing 1:1 from the downstream. There is no need to set the
rates, this will be handled by the clock core.
