board-msm7627a-io: Upgrade touch config version to 16.1

EVB V1.1 uses config version 16.0. EVB V2.1 is also
programed with 16.0 but with different config values.
Touch driver doesn't program the config even though
it is specified in the pdata since the controller's
config version matches with pdata's config version.

To program the speicifed config array in the pdata
change config version to 16.1
