ARM: msm: Fix const/__initdata conflict

Fix __initdata marking of const data.  Data that is marked as const
should use __initconst.  If it's the only data in a given file, it
doesn't hurt anything, but will give a compile error of there is both
mutable and const things marked as __initdata.
