msm: gss-8064: Fix nested IRQ disables

enable_irq and disable_irq[_nosync] are 'nested', i.e. for
an interrupt line to be truly enabled or disabled, the number
of enables/disables must match. Fix the code to correctly
match the disables with the enables.
