usb: phy: qusb: power down QUSB PHY on USB cable disconnect 



If there is any spike or glitch on QUSB PHY's 1p8 power rail, it
may trigger auto resume functionality with QUSB PHY which drives
DM at 3V (full speed resume) results into charger detection failure
on next USB charger connection. To resolves this issue, it is
suggested to put QUSB PHY into power down on USB cable disconnect.
