msm: vidc: Resume venus after write to cmd queue

We should first resume(power on) venus and reset fw and then
write into the cmd queue. This is to specifically avoid a race
condition where the fw is reset and ready but we have not
set the threshold registers for secure playback while it starts
decoding the ETB, which the fw can do after reset without waiting
for an interrupt from driver..
