power: smb349: Fix section mismatch

WARNING: vmlinux.o(.text+0x4830fc): Section mismatch in reference
from the function hwinit_worker() to the function
.devinit.text:smb349_hwinit()
The function hwinit_worker() references
the function __devinit smb349_hwinit().
This is often because hwinit_worker lacks a __devinit
annotation or the annotation of smb349_hwinit is wrong.
