vfe32: Separate AXI reset with VFE reset. 



Refactor reset to axi_reset and vfe_reset. axi_reset
initializes stream off/on, irq related registers.
vfe_reset only handles stuff related to VFE components.

VFE_RESET_2 is removed. Both axi_reset and vfe_reset
are synchronous calls.
