msm: 8064: Initialize PM8921 GPIOs for MPQ8064 Hybrid version

Most of the required PM8921 GPIOs needed for Hybrid version
of MPQ8064 are configured in bootloader. However, some of them
are needed to be controlled by HLOS. Add default configuration
for those GPIOs. Configure PM8921 GPIO_37 to LOW mode to route
the UART GPIO's 14,15,16 and 17 correctly.
