arm: fiq: Provide empty stubs for fiq functions 



A driver using fiq functions should be usable on targets
with or without CONFIG_FIQ enabled. Instead of making code
dependent on #ifdef CONFIG_FIQ, add empty stubs for the fiq
functions.
