msm: board-8930: Switch to MSM8930 Phase 2 



Define MSM8930_PHASE_2 in the 8930 board files so that builds
support MSM8930 Phase 2 hardware with PMIC 8038 instead of
Phase 1 hardware with PMIC 8921.
