soc: qcom: ipa: rename ipa_setup_rt_hash_tuple()

Rename ipa_setup_rt_hash_tuple() to be ipa_route_hash_tuple_config()
to fit the updated naming scheme.  Call it from ipa_route_init()
rather than ipa_ep_apps_setup().

Do the same for ipa_setup_flt_hash_tuple().
