Revert "msm: 8960: remove always ON vote for eMMC VCC rail" 



This reverts commit 117c3e3e5a1f802f1916e38f6c122d1fa628bc89.

As above mentioned commit is creating problem for PBL (Primary
bootloader) to detect the eMMC after the MSM reset (caused by
watchdog bite). So reverting this change.
