soc: qcom: Add support for SAW2 regulators

The SAW2 (Subsystem Power Manager and Adaptive Voltage Scalling Wrapper)
is part of the SPM subsystem. It is a hardware block in the Qualcomm
chipsets that regulates the power to the cores.
