Revert "msm: 8x60: remove always ON vote for eMMC VCC rail" 



This reverts commit da97f3430c5ae4d2c84b2e4c388d53818cbfa7ac.

As above mentioned commit is creating problem for PBL (Primary
bootloader) to detect the eMMC after the MSM reset (caused by
watchdog bite). So let's revert this change.
